The literature on small business creation gives tremendous importance to the procedures' analysis and creation in order to determine the characteristics specific to small businesses. The creation operation requires a support process based on a symbiotic relationship between the accompanist and the accompanied.
Most studies confirm that small businesses are better than great enterprises to achieve economic development, because they own flexibility and are able to combine economic development and provide jobs, as well as their capacity for innovation, creativity and development of new products. At the same time, small enterprises face a lot of problems, including marketing, financial and administrative problems, which threaten the survival of many of them, making solving them a priority within the various development programs and strategies in the most developing countries. This interest led to the emergence of many of the bodies associated with them, to ensure success and minimize failures. In this paper, we explain the concept and various associated structures, we also offer an analysis of the reality of supporting small businesses in Algeria.
